Charles L. McNary of Oregon, a leading progressive Republican in the Senate, is on photo left; Gilbert N. Haugen, a progressive Republican from Wisconsin in House of Representatives, is on photo right. The bill President Hoover is signing is the Agricultural Marketing Act of 1929. As a way of assisting the farmer, President Hoover preferred this compromise bill to the two McNary-Haugen bills that passed Congress during President Coolidge's administration, which Coolidge vetoed.
